Attachments section in Redwood Manage Participant Feedback

In Responsive UI, the Attachments section was available on the Manage Participant Feedback page. It seems like it disappeared in Redwood, but starting in 25D, the section is visible again. However, based on our testing, neither employees nor HR Admins can add attachments, and it appears that no one has access to use this section.

Could someone please confirm who is supposed to have access to the Attachments section in Redwood, and what is its purpose is if no roles can add files?
