Employees see the Explore tab, but no Journeys appear

Hello,
We have enabled Assign Journey to self, configuration in advanced tab of Journey Template. Employee has all the below listed privileges but still cannot see Journey under explore tab.

PER_EXPLORE_JOURNEYS_PRIV
PER_REST_SERVICE_ACCESS_JOURNEYS_RO_PRIV
PER_VIEW_GLOBAL_JOURNEYS_PRIV

Any inputs on why employees are not able to see the journeys.
