Matrix managers cannot see the performance document and give rating even after adding in Templates

Summary:

We see that even after adding Matrix Manager as a participant in General tab of Template and also adding selecting checkbox for matrix manager to view performance templates as shown in the screenshots below even after following the steps from the documentation here -Configure Matrix Management for Performance Documents , it doesnt seem to be working and we dont see performance documents of his dotted line reports under evaluation tasks as expected.(While core HR and etc show that the manager is assigned to Employee as matrix manager and Goals for that specific employee is also seen by matrix manager) . can anyone please suggest us what more is to be done on the configuration for Matrix managers to have access to Performance documents for his dotted line reports assigned to him?
