report while running and queued for csv giving different result set

Summary:

We have a report that is used to track incident audit logs along with some additional columns. For this purpose, we are using the Transaction table, which naturally results in a certain level of data duplication.

When the report is run interactively in the Service Console with the applied filters, it returns nearly 200,000 records.

However, when we queue the same report in csv format using the exact same filters, the output contains only 13,000 records, which is unexpected.

Based on Oracle documentation, queuing the report should allow exporting up to 1 million records or 100 MB of data.

We would appreciate it if anyone could share insights or suggestions on what might be causing this difference between the interactive report results and the queued report output.
