Document LOV in Performance Eligibility is blank

Summary:

We are trying to process the eligibility for a newly hired employee for a performance document. This is on ad hoc basis. But the LOV is blank. I tried the same with an already existing employee, and with the same effective date, review period, but the LOV gives me performance document names. What am I missing in the case of this newly hired employee? We even tried an effective date of within 2025, but it is still blank.
