How to edit External Application in Redwood

Summary:

We would like to make the below required on candidate application. Currently it can be bypassed.

However, on the JobApplicationDetail in VBS it looks like its marked required, but I can't edit it. Is there a place within Oracle that I need to update this first to edit it in VBS?
