Delegate of a manager cannot print performance document

Summary:

When a line manager delegates access to the performance document, the performance document is completed, the delegate goes into My Team>Performance and chooses an employee's perf document, and they try to click the print button, sometimes it doesn't return anything but sometimes it returns a partial view of the document to print.
