Unable to Delete Copied Goal in New Goal Plan

Hello,

We are running into an issue in Goal Management/Performance and wanted to see if others have experienced this. We have employees who had goals created for the 2025 goal plan. Those goals are currently tied to their 2025 performance documents. In 2026 the employees used the copy goals functionality to bring a 2025 goal into their 2026 goal plan and now the issue is when trying to delete or cancel that copied goal from their 2026 goal plan we are getting an error.

HR admins are also receiving this error when attempting to delete or cancel. Is this expected behavior where a goal cannot be deleted across any goal plan if it has ever been evaluated in a performance document or should copied goals create a new independent goal record that can be managed separately from the original?
