How to Configure Goal Completion Percentages in Fusion/VBS for Partial Completion (e.g., 45%)

We need to enable employees to update their goal completion status with an actual value, such as 45%, instead of being limited to 100% completion. This would allow them to reflect their progress more accurately.

How can we configure the system so that employees can input a real percentage (e.g., 45%) for goal completion and update the status as completed with that value, instead of automatically setting it to 100%?
