Cannot add Manage Benefit Relation (BEN_MANAGE_BENEFIT_RELATION_PRIV) to custon role

Summary: We are implementing Redwood Benefits and are updating our custom benefit roles to use the Redwood Pages. Manage Benefit Relation is missing and cannot be added. I can search for it as a privilege alone, but I'm unable to add it to a custom role and it is not already assigned. Has anyone else had this issue?
