When is Oracle going to migrate Performance Document notifications to Alerts composer?

We would like to know if it's on Oracle's roadmap to move from Talent Notifications-Performance Management to Alerts Composer. We have a need to parse out the notification:

Manager transfers worker's performance document to another manager	New manager and worker receive notification when manager transfers worker's performance document to another manager.

We cannot have it sending to the worker and there is no way to accomplish this with the seeded notification. We opened a SR with Oracle and they said we need to accomplish this through a custom notification. We are unsure how to do that and anticipate this taking more time than we want. So would like to know what our options will be in the near future and if this migration is something we can expect soon.
