Progress notes should only be visible to leaders and HR admin, limit to Employees/associate.

Summary:

Feedback participants on performance documents are able to see all progress updates on each objective. We'd like to limit this capability due to the sensitive nature of some of those leader comments. 
It may be related to our defaulted visibility to everyone in the progress updates - can we adjust that to be leader and hr admin visible?
