How to manage Setting Goals in Redwood?

Hello experts,
Since the goal setting task is not supported in Redwood process flow, is there any workaround to manage this? How can we achieve the same requirement for our client after redwood implementation?
Before Redwood, we were using a Performance Document with two tasks: Goal Setting for managers and Provide Final Feedback for the employees.
During the first task, we were assigning massively the company goals to the goal plans and then the manager was accessing the Performance Document to Add individual goals to the employees. After submitting his/her changes we were moving to the next task: Provide final feedback.
