Urgent Error PER-1532940 - Cannot Upload Benefit Documents When Reporting Life Events for Benefits

We are observing this issue as part of redwood benefits Testing ,
We are currently experiencing Error PER-1532940 ("You don't have access to create a document record for this document type") when non-office employees attempt to upload supporting documents while reporting life events in Oracle Fusion HCM.
We have followed all steps from Oracle's official solution documentation, but the issue persists. I'm reaching out for guidance as this is blocking our employees from completing their life event reporting process.
What We've Done:
We have successfully implemented all 7 steps outlined in Oracle's official guidance for resolving this error:
- ✓ Added 'Manage Person Documentation by Worker' aggregate privilege to the affected role
