How to Trigger a Journey Only During Recruiting Move to HR with some other action?

We have a requirement related to Journeys in Oracle HCM Cloud.
We have configured multiple Internal pre-onboarding Journey templates based on Actions and Eligibility Profiles (legal employer based). The Journey currently gets triggered whenever the configured action is performed.
However, we want the Journey to trigger only in the Recruiting flow during the Move to HR process, and not when the same action is performed later by HR/Data Management teams through Person Management or employment transactions.
Example scenario:
Candidate is an internal hire.
Recruiter selects an action such as “Domestic Transfer” during the Offer phase
When the recruiter performs “Move to HR”, the Journey should trigger
