Fast Formula to validate Position Total FTE >= FTE and show an error on Job Requisition creation?

Want to display an error message when a recruiter or hiring manager selects a position on the Create Job Requisition page if Position Total FTE >= FTE.

Can this be achieved using a Recruiting Hiring Controls Fast Formula? If yes, could someone provide a sample Fast Formula, the required database items, and where the formula should be attached/configured?
