Employee not able to edit Goal (26B Redwood)- goal tatus showing locked for approval

Summary:

I am facing some issue In Goal Plan, some employees are unable to edit their goals in Goal Plan (26B Redwood). The goal status is currently showing as "Locked for Approval"; however, the respective managers have not received any notification or request related to goal approval in manager "MY Team"

This issue is occurring only for a few employees.

From the admin side, there are no transactions reflecting in the system. I have also verified this in both the BPM Workflow and the Transaction Console, but no relevant records were found.
