Redwood page : Person Benefits Balance displays for one, while for other it doesnt display

We are facing an issue mentioned below:
Consider we have two Benefits Admin 'A' and 'B'. On responsive page Person Benefits Balance LOV displays for both 'A' and 'B'.
But when it comes to Redwood, Person Benefits Balance LOV displays for 'A' but it doesn't display for 'B'
1. Both 'A' and 'B' have same custom data role assigned.
2. 'A' and 'B' both have AOR but they are different.
3. AOR assigned to 'B' deleted, and then issue observed is resolved. i.e. Person Benefits Balance LOV displayed for 'B' as well.
How to fix this issue keeping AOR intact and Person Benefits Balance LOV reflects for both 'A' and 'B'
