how to change performance document section text "show performance goal summary information"

Summary:

We are only using Performance Goals section rate and comment.

We'd like to change the text "show performance goal summary information" to something more sensible as not using rate / comment on section items.

Anyone know if, where, how to change the section summary text?

Can't see how to do in VBS, not sure if it can be changed via setup and maintenance area.

Any ideas would be appreciated.
