Redwood 26B upgrade : Journeys triggered with specific TimeZone

Summary:
Hi Team, based on the 26B upgrade for Journeys, we have the option of setting the timezone field at the Journey Template. We have a business requirement to align the same with Canada Eastern Time but am unable to trigger Journey allocation notifications at 12 AM EST. The journey is currently in the deferred state and is only triggered a day later.
The scheduled process 'HR Process Checklist and Tasks' is running daily.
Example, date of hire Aug 25. Journey should be triggered 25-Aug-2026 at 12 AM Canada Eastern Time.
No emails received for candidate or Line Manager.
