Setup, User Role or Privilege to access all of the Purchase Requisitions using VBAFE

Summary:

We would like to know on why we can only pull the Purchase Requisitions created by the user to login using VBAFE using this URI:
https://<domain>/fscmRestApi/resources/11.13.18.05/purchaseRequisitions/describe

Are we missing certain privilege or roles that needs to be added for the user to access all of the Purchase Requisitions created by different users? Which is the same functionality as the ADFDI.
