Open enrollment evaluation erroring out:BEN_91333_CALLING_PROC HCM Benefits

Summary:

When we are submitting open enrollment evaluation from evaluation and reporting in roll back mode and we are getting the below mentioned error for half of the employees:
The participation process is currently evaluating the procedure ben_determine_coverage.
We are restricting the process with program name and person selection formula.

Has anyone faced this issue? Kindly assist on the same.
