Should existing skill ratings show up when included in the Performance Document?

We are keen to use the annual performance document as a time for employees to also review their existing skills profile and update any proficiency ratings if they have changed over the year.

I have configured a performance document to include the skills section, although at the moment the synchronization process isn't working correctly and the performance document isn't including a full list, which I have an SR open on.

What I seek clarification on from someone who has got this working - should I expect the existing skill proficiency rating show up in the performance document for the user to consider?
