I would approach this by having a Custom script or Logic Extension (if your TR version has them) that takes in the BU from the orchestration parameters and trims the BU. The screenshot below shows a Custom script that will do this:

You can then map the "Trimmed BU" output value into your rule.

Try selecting Version 2 for the form/data request and see if it helps.

We are doing the migration in non Prod environment and started doing UAT and done the email activation for CRM activities as users was doing this in 8.11.

We just did a data migration from 8.11 and then started coming bunch of emails to users from JDE admin email. Some emails are coming repetedly for same activity.

There have been no detailed specifications released on how the scheme is going to be operated.
We have had no technical specifications given yet, therefore we can't advise on any time scales currently.
Unfortunately, at this time, we don't have sufficient technical details to guide us on what change is needed.
This is the same for all vendors.
