Having trouble getting drop-shipment PO form to work

Okay so I've successfully modified the sales order form, but I can't seem to get the PO to work for a drop-shipment.  I have my custom PO selected as preferred, but the changes just don't show (I'm talking about column widths and column headings). 

Right now I've got a 3 inch description field that's empty, an item name field that's squished down to 1 inch, and no product numbers (this will not work when faxing obviously).

I'm really confused since like I said I have customized my sales order form and it looks just how I want it, but when doing the exact same thing to the PO it won't.  Is there a special process for modifying the PO's when concerning drop shipments?  I'm feeling like it's pulling the form from somewhere else, but I can't find it.  I read in the guide online that permissions will override the form used, but I even added my role (admin) to the custom form (even though on the custom SO form I didn't).
