Project Profitability Report: Include active and inactive projects

I need some help/guidance please?

I need to create a custom project profitability report which must include both active and inactive reports.

I managed to add the Inactive filter to the standard report, but I want to include both (active and inactive) as a default, and then be able select the filter if needed.
