You cannot automatically transform planned time entries into actual time entries, unless you open each employees timesheet and import planned entries one employee at a time. Sorry that it's not the answer you want, but I hope this helps. ~angela

The easiest way to do this is to set your search to 'Sales Order Status' with the status being 'Pending Bill. This is assuming that you aren't billing in advance of fulfillment. On your search, you can set the email flag to include 'send when records are updated'. ~angela
