I would create it as an inventory item with special order and then include that item in the assembly. this was you can track purchases of the item and handle the billing. And if there are returns or excess of this item you can track the "overstock" as inventory. I agree, inventory item.

Sadly I also used Assemblies for this. But Kit might work depending on how you need to keep track of it.
