We finally determined that a User Event script was interfering with the Allocation, Step 2 execution. Removing the user Event script allowed Step 2 to run as desired. So, the original question is still unanswered. The problem that occasioned it is now resolved. Thanks to all who took time to think about it.

NetSuite documentation states that this record is fully scriptable in server-side scripts.

We are running the script with the Administrator role. It has full access to Revenue Arrangements and Revenue Elements. I could not find any seemingly relevant permissions that were missing.
