Yes ..true , looks like a generic problem and bug . Recently it happened in our system again when no changes happened in prod env. Everything was working quiet well when at sudden recently in one morning I noticed . I verified and no any change has gone in our env so that mean even without any external touch it happened. I had to reset values and then it started working well.

@Onkar Nath Tiwari then create an SR as well and escalate it :-) the more pressure the more likely a resolution

Just caught onto this thread and my company has been facing this issue for MONTHS. The recurrence has been so sporadic and inconsistent that it has been difficult for Oracle to assist. Our Sev 2 SR has resulted in multiple patch suggestions and config changes to our 12.2.1.2.0 environment but nothing worked.
We recently thought we had a workaround by changing the refresh interval of our Init Block to 10 minutes. We created scripts to email the repository variable results and actual DB results every morning at 5AM and this was successful for a few weeks. This morning we found that values differed. Changing the default initializer or bouncing the OBIS service fixes it momentarily, but doesn't provide us with a root cause or a valid solution.

@3594944 Welcome to the club! The "multiple patch suggestions" made me laugh. There's nothing at the moment which resolves this at all because they haven't ever properly investigated - let alone tackled this. It's in the base product for the moment and that's it.

Correct it looks like , this bug is in base product... In our case this problem occurred in 11g version as well and for that we started checking and sending mail for any variations.
When we moved to 12.2.1.2.0 still it's there. I found that it happened in our env 3-4 time from the migration to to 12.2.1.2.0 in last Sept. After almost 2 months later this problem occurred again in our prod env yesterday. Very irritating ...
As a solution just disabled the init blocks in online mode,saved and then re enabled. After that it started working.But no idea for how long it will continue working well.
From Oracle support side hardly any help we get .When I raise SR , first they don't reply after very initial update that they are working on the SR. Then after serious chase , they start asking for very unrelated information/files. Then after long time they will come with some links/posting etc and even that without any verifications....Unnecessarily time consuming and making things in round and round.

Forgive me if this sounds like canvassing, but I have floated an idea on the boards which could enable our collected voices to be heard by Oracle for issues such as this.
As the Unison ads used to say, if you want to be heard speak in Unison.
If you find the idea worthy then kindly vote it up, I have no agenda here beyond that expressed in the idea.
I am expressing this to Christian, but I am really expressing the big hitters in the BI world also, if we build the group then they will listen.

We do talk to the product managers quite a bit but the effect on the bug-fixing and priorities list is negligible. Internal priorities rule most of the time.
If we could get a pressure group frim the "real world" though it would be nice.

Same issue on 16/01/18 on 3 different environments. Somewhere between 17:50 and 18:50 it stopped refreshing.
Previous failure was on 29/11/17. SR created
