Can someone please guide me to the documentation which shows deprecated, inactive, and new BIVOs as part of 24D.
I do not see anything for 24D in below link:

If you are looking for the BICC Deprecated View Objects for 26A then it is not necessary, that Oracle Product will always Deprecate BIVOs or Deprecate BIVO Columns in each release. As per the latest Oracle’s 26A official release documents it seems there are no deprecated view objects. Please refer following doc for more details.
