@User_3512R I don't think there has ever been a mention of any LA features as part of any release note. There has always been mention about only the Preview features and it’s there even now. Can you provide document reference from the Release notes of any earlier version where you found the mention of any LA feature?

@Yogesh Yadav It looks like a network issue. Is your FDI in private or public endpoint? Are you trying this SQL Developer connection from inside your company vpn or public internet? In case your FDI is hosted on public endpoint, I would suggest to try the SQL Developer connection outside your company vpn and give it a try…
