I had the same issue recently, did the same tests as you and couldn't work it out either. We used patch 24452329 (search it on MOS), which resolved it (it says it relates to 11.1.1.9 but there's a 12.2.1.2 download version)

Where I've done developments in Chrome in the past, if you want to edit a table/narrative/etc but the report isn't bringing any data back, it brings this error. Either set your report so that it brings back default values in the filters area or change your browser and fix the issue.
