How to restrict employee access to creating Help Desk request while retaining access to 'My Help'?

Content (please ensure you mask any confidential information): The employee is currently having only the role of Next Gen Human Resource Help Desk User.
The client requires that their employees can access the 'My help' functionality to view the knowledge articles but they don't want to give the access to create a Help Desk Request to their employees as there is an option of 'Create Request' (as shown in the first screenshot) under 'My help' as well. I can hide the 'Create HR Help Desk Request' option under quick actions with the help of sandbox (Structure), but is there a way to restrict the employee access to the 'Create request' under My Help tab?
