plan option cannot be deleted

The options under the plan names are no longer needed and there are no enrollments for employees under this option.

Still I am unable to delete/end date the option as it shows an error as follows.

When I am making the options inactive, the plan names no longer exist for enrollment. Any workaround to make this plan to no longer appear for employees would be helpful
