Interim Coverage Displays After Election Change to Decline (EOI Scenario)

Summary:
We have a Supplemental Life configuration where:
- Elections above Guaranteed Issue (GI) require EOI
- When a user elects above GI, the system assigns interim coverage at the next lower level (e.g., 2x salary) while the higher amount is pending approval
Scenario:
- Employee initially elects 5x salary (above GI)
- System sets:
- Requested = 5x (pending EOI)
- Interim = 2x (active)
- System sets:
- Within the same enrollment window, employee returns and changes election to Decline
- On the summary page (before submitting), the interim coverage (2x) still displays, even though the current selection is Decline
Question:
Is this expected system behavior (i.e., interim coverage persists until the life event is submitted), or is there a configuration or approach to ensure the summary page reflects only the
