Managers able to edit document after submitting

We face a major issue with performance process when managers can always edit the perf document after submitting and reset the approval process all over again. the approvers gets the notification to approve for every change made after submitting and need to review the documents all over again. currently there is no option from preventing the managers from editing the document only when they share it to the employee.

Is someone face this issue too and can share his experience and how to workaround it?
