Performance Manager can't add goal if they are not the line manager

We move the performance document to the manager that has managed them for the longest period of time and in some cases this performance manager is not the line manager or in the line manager hierarchy. It seems now that they cannot add goals on the performance document. I opened an SR and they said this is standard functionality. As we enter goals in Q1 or Q2, we did not notice this until now.

Does anyone else have it set up to allow the performance manager to add goals, even if they are not in the manager hierarchy?
