How is the task visibility order determined for a checklist for assigned journeys?

Summary:

I created a Position Change Journey of type Onboarding and a New Hire Journey of type Enterprise Onboarding.The Checklist property is set to "hide" the Incomplete tasks access for Line Managers and Other Users. However, when I assign these journeys to a candidate, the Line manager and Recruiter+HR Specilaist do NOT see tasks in the Position Change journey but ALL employee tasks are visible to LIne Manager as well as the Recruiter.
