can't enable the writing assistant for the manager if they're excluded from providing item comments.

Summary:

Our organisation are attempting to configure a performance document template. The intent is to design a document that includes only the manage participant feedback task. We do not require the employee or manager role to complete evaluation, however we want both to be able to view the feedback.

We receive the following error:

You can't enable the writing assistant for the manager if they're excluded from providing item comments. (HRA-960469)

This is incredibly frustrating as there is nowhere on the page that indicates it is enabled and searching for results does not explain how it can be disabled. This seems to be another example of poor error messaging in the Oracle Fusion HCM product, and as such I am needing to crowd source my support.
