Setup of Performance Goals Mass Assignment and Mass Sharing - Redwood screen

Summary: I enabled the Redwood screens for Goals and Performance. When using the admin function through the Goals icon "Setup of Performance Goals Mass Assignment and Mass Sharing" I add a new Goal Process and add the required eligibility profiles. When I submit the Mass assign or share goals the log says No workers found eligible for goal plan. When I revert back to the responsive pages the eligibility profiles I had selected previously are not showing, they only show when I'm in the Redwood screen. From the responsive page I add the eligibility profiles again and submit. This time the goals are applied to the workers as expected. When I turn on the Redwood screen again, there are 2 of every eligibility profile now. We'd like to be able to use the Redwood screens for goals and performance but this issue is preventing it from happening.
