Configuration of Weightage of each department

Hello Experts,
We have following requirement:
One Organization with 11 departments. Each departments will be having a set of goals. Sum of weight of all goals of the department will be 100% (Achievable by checking "Sum of weight must be 100%" checkbox at goal plan level). Each department will be having some weightage (Dept A 30%, Dept B 10%, Dept C 60%). and the sum of all the departments weightage needs to be 100%.
Could you please help me understand how can we achieve this requirement. Where can I store this data in the system.
