Delegation for Goals approval and Performance Management- does that grant additional access

Hi,
We currently don't use delegation for Core HR or ORC. We are in phase of implementing Goals and Performance management modules, I am exploring delegation option for approving goals and evaluating performance document.
I would like to understand, does the delegated manager gets additional access ? For instance, if manager A delegates Goals approval to manager B, will manager B be able to see additional information for that employee, eg salary, documents of records etc ? or will manager B be only able to approve goals just for the current goal plans, with no additional access (even to past goals). I believe for performance document, we can use "document transfer" functionality without any additional privilege's.
