How could performance goal plans ratings be adjusted granularly - star ratings?

adjustment of ratings - which module can do this granularly as Talent review doesn't allow for numerical or stars ratings adjustment, only of rating description adjustment (impact of loss/ criticality etc).

Dear all,

I have posted this also under Talent review and succession but as it streams across both Talent review and Performance and Goals I decided to also ask here: a customer has the following requirement: performance documents has 3 goal plans sections and the evaluation of the goal plans is star based. Employee does their own self assessment then the manager (line manager/ direct manager) does the evaluation of the employee's 3 goal plans. Same thing applies for all managers within a hierarchy or parent department.
