Eligibility profile privilege enables unwanted access for admin

Summary:

We have defined a custom Talent Administrator role to give access only to Talent related menu (Goals, Performance, Talent Review, Succession, and Talent Pools).

This role also needs to manage the Eligibility Profiles for the talent related processes - like check-in template, performance template, goals, etc.

Am seeing that the eligibility profile is available only with the "Manage Benefit Eligibility Profile" privilege. But with this privilege, the "Benefits Administration" is also enabled. This is not needed for a talent admin.

Are there any other privileges or roles that I can use to enable access to eligibility profiles without having to enable other unwanted pages for the user?
