Performance document completed without goals even when we made Comment and Rating Mandatory

Summary:

We have enabled two sections, Performance and Competency, and for each section, we have made the rating and comment fields mandatory. However, if an employee doesn't have any goals, it shows "0 goals," and the manager can still submit the rating and comments in the Competency section and submit for approval. The system allows progressing to the next step. Ideally, since we have made the rating and comment mandatory at the item level, the system should display an error or warning message to the manager, preventing submission without completing these fields. Is there a solution for this?

We have a case where a manager has submitted the performance document without any goals, even though we have assigned a 70% weightage to the goal section.
