HSA Benefits not being withheld by Payroll Calendar

Hello Experts,

The HSA benefit is configured based on the Total Owed, and as such, it needs to reach a specific amount for the payroll calendar year. However, the start and end dates for the first pay periods of each year, starting from 2024, do not include January 1st. As a result, the HSA benefit is not being withheld since the total owed has already been reached. The HSA benefit will be withheld in the following pay period. We have manually entered the HSA element, and it worked as expected.

However, I would like to inquire if there is an alternative way to resolve this issue without the need for manual element entry for the first pay periods each year, until January 1st is included in the start and end dates.
