Domain Creation Fails After Applying Patch 39164443 (WLS PSU 14.1.1.0.260403 – April CPU)
Hello Community,
I am encountering an issue while creating a new WebLogic domain after applying the following patch:
Product: Oracle WebLogic Server
WebLogic: |
|---|
version: "WebLogic Server 14.1.1.0.0 " |
opatch: "OPatch Version: 13.9.4.2.23" |
patches: "39164443" |
jdk: Java(TM) SE Runtime Environment 18.9 (build 11.0.31+9-LTS-165) |
During domain creation, the script fails at the readTemplate() step with the following error:
"BUILD FAILED
Picked up _JAVA_OPTIONS: -Djava.security.egd=file:/dev/./urandom
Initializing WebLogic Scripting Tool (WLST) ...
Jython scans all the jar files it can find at first startup. Depending on the system, this process may take a few minutes to complete, and WLST may not return a prompt right away.

Key Observation:
- When Patch 39164443 is applied, domain creation fails consistently with the above error.
- When the patch is rolled back, using the same WLST script, same JDK, and same templates, the domain creation works fine.
This strongly suggests the issue is introduced by Patch 39164443.
Questions to the Community:
- Has anyone else faced WLST domain creation failures involving
security.xmlafter applying the April 2026 CPU? - Can someone confirm whether this is a known bug with this PSU?
- Are there any workarounds, post‑patch steps, or MOS notes (for example related to domain templates, JDK compatibility, or security configuration)?
- Has anyone successfully created a new domain after this patch, and if so, were any special steps required?
Any insights or confirmation would be greatly appreciated.
Thanks in advance.

It's not just you. I get the same thing after applying either the 39168284 or 39164443 patch to Q1 weblogic (251223). I have a ticket open, but no resolution yet.

Unable To Find Local Blanket Agreements In The Buyer's Work Center Page (KB620561)
Oracle Purchasing Release 12.0 speeds up daily purchasing tasks with an enhanced Professional Buyer’s Work Center. The Buyer’s Work Center provides a dedicated web-based user interface for creating and maintaining agreements, targeting the strategic buyer responsible for agreement maintenance and compliance.
The Buyer’s Work Center supports authoring of “Global” Blanket Purchase Agreements (BPA) and Contract Purchase Agreements (CPA). “Local” Blanket Purchase Agreements and Releases as well as Planned Purchase Orders and Scheduled Releases will need to be done in core applications form purchasing.
You will NOT find old seeded “Local” Blanket Purchase Agreements in the new Buyer's Work Center, because ONLY global blanket purchase agreement and the global contract purchase agreement are being supported in Buyer Work Center.

Re: While downloading the patch it is asking for Password
Hi, old patches require a password that is provided by Oracle Support after creating a ticket.
That is to avoid applying wrong/outdated patches that may have security vulnerabilities or other issues.
You can see the following blog post for more details:

I think Jennifer B-Oracle can answer this question better than anyone .
Re: JD Edwards 9.2.26 supports which groovy version
Hello @User_DP013,
From JDE point of view, you don't need to upgrade the Groovy libraries.
Thank you!

Re: AR Create Accounting program ends in Warning intermittently
Hi All,
We have received a modified version of the package causing the issue in Create Accounting. We have compiled the modified code in one of our lower instances and tested the same. So far we have not come across any errors.
Just wanted to know if anyone else who raised a SR for this issue has received any modified code to be tested?
Regards
David
Re: AR Create Accounting program ends in Warning intermittently
Hi Bharat. This is happening intermittently for us. Sometimes we go a week without the issue and then it happens again
As per the SR we applied a performance patch but that did not help. We are still facing the issue.
Regards
David
