Tax Agency List in Payroll Item Form

I am wondering if someone here has some expereince with this matter:

I have revised our tax-related vendors so they are categorized as "Tax Agency."  I have also linked these vendors to the appopriate GL accounts yet.  However, when I try to pull up and link to these vendors under the appropriate payroll items, they don't show up in the tax agency list.

Can you give me an idea on what I am doing wrong?
