Saved Search email alert not sending

I have created a Saved Search based on a custom record and would like the Saved Search to trigger an email to the email address specified in the custom record, which is the email filled in the custom record (not sales rep or employee)

I have set the Recipient Field to be "Specific Recipients" (with a test customer record and a valid email address). The email did not get sent.

Can I confirm that email in a Saved Search can only be sent to a sales rep or employee and not to the email specified in the record?
